Welcome to FTE low rang.
Your list of new parts doesn't include new lifters.
What engine, year etc.
New valves. What thicknees of head gasket did you use? Stock or something aftermarket?
When you installed the cam, did you use lots of break-in lube on it?
When you first fired it up, did you immediately get the idle up to at least 1500rpm?
Well, a golden rule to use in ANY engine is to NEVER re-use used lifters...its only asking for trouble. The reason why is that the old lifters have wear paterns from the previous cam that have not been established on the new one. This and the combination (not in your case) you can easily and quickly wipe out 1, 2 or many lobes on the cam...not fun to clean that engine out, I've helped a buddy o'mine with his...garbage 2.8's...
I hate to bring bad news, but................using old lifters on another cam (new or used) results in cam lobes going flat. The only way to use old lifters is to use them with the same cam that they were broke in with and then their position relative to that cam must be marked/noted and they must be installed in the same position. IMHO, based on the observation of many others you will be faced with a cam going flat rather fast .
On edit:
Dealford is correct about reving it up to around 1500 after you install a new cam (and new lifters) . You should do this for about 15-20 min @ 1200 - 1500RPM to provide a generous supply of oil to the cam, etc. You don't need to wind it out but rather rev it fast enough to sling oil up onto the cam, etc. You should also install the lifters + cam (lobes) with something like lubriplate to provide lube for that first, critical few seconds. The cam bearings should be pre-lubed with motor oil. It is also a good idea to "pump up" the new lifters with oil prior to installation.
