Uh, no they didn't.
Arrowcraft markets add on or bolt on dually flares and hub spacers. Ford's dually box is different compared to a srw box. Ford's factory flare hides a HUGE wheel opening. Arrowcraft's flare covers factory sheet metal. Ford uses a wider (hence dually) rear end. Arrowcraft sells spacers so you can use dually rims.
Arrowcraft does, however, make it easy for the "limited funds do it yourselfer" to convert his/her truck to a dually.
If I were you, I would get the dually axle from a wrecking yard, then get the Arrowcraft steering axle spacers, and dually flares.
I checked into it years ago, when I was looking for a dually conversion kit for a 74 F250 I had.
bigrigfixer, yes, duallys did come with the arrowcraft conversion from the factory, at least in the years immediately preceding the 1999 changes. The axle was the same Sterling 10.25 used in the single rear wheel models. With the newer trucks it is a lot different. I can't speak for the 1970's models, but this is the case for early-mid 1990's trucks.
You're going to have to trust me on this one. I worked at a Ford dealer body shop in 97 and 98. The new (then) duallies were not arrowcraft conversions.
Arrowcraft makes bolt on fenders. They bolt to the side of the bed through holes that haven't been drilled yet.
Factory duallies, if you take the fender off, there is a HUGE wheel opening. The same size as the fender. Those trucks had specially made bed sides to take a Ford fender.
As for the axles, well, there was no wheel spacer. Take the wheels off, and you see a drum. No spacer.
I also worked at a tire shop for 2 years, and I have seen some dually conversions, and I asked the owners if it was "stock" and they said no. Of the non converted, well, we did have work orders that said "97 F350 dually, 6 new tires please"
Do keep in mind that older Chevies, GMC's and Dodges around the late 90's had bolt on fenders, with holes in the bed sides. Ford did not.

Just so you know, I'm not calling you a liar. It's just that what I have seen is making me not believe you.
I got my info from the diesel stop. Multiple people have said this in the past. The trucks came to the dealership as dually's, but were done with the conversion kits. The fenders, done properly in a conversion, should be trimmed anyway.
The only Arrowcraft conversions I've seen are the Pre-SD 4x4 dually conversions. Ford made the stock 4x2 Dually (Body work), and Arrowcraft did the 4x4 front end work.
i spoke with arrowcraft today theyer sending out the spacers tomarrow $311.00 plus ups.i asked them about the conversion the guy said the made the parts till early 90's.then ford made different rears for the duelies. they also produced the flares.....
