Check to make sure the cable between the throttle, and the servo hasn't broken. That was the cause on mine. The connection had wore through the cable.

When my clock spring broke, the first noticeable effect was my cruise stopped working. Then my air bag light started flashing code 32. Then my horn went. Took awhile for all the symptoms to show. The ribbon in the clockspring breaks slowly. Remove the CS and check continuity between the connector ends, top to bottom.
