Ford Order "Locked Out"

I tried to add an option onto this order and was told the order is "locked out", it would be too much trouble for them to get the order modified to add the option, the off-road package.
I think I know what they are referring to, but how can something be "locked out" before the vehicle is even built. The truck is not even built yet and does not go into production until the following week.
I am not sure if I am buying the reason "locked out". I guess I should have been clearer on that option at the time of order.

Ford Order "Locked Out"
I looked at a 2002 yesterday with the offroad package. The one skidplate that it comes with is the one under the transfer case. I would think that the one under the gas tank would be standard, am I right?
Anyway, if it is just the sticker and the one skidplate, it ain't worth it!

Ford Order "Locked Out"
My off-road 97 F250 HD came with 2 gas tank skid plates (I have dual tanks) and a tranny plate. I dunno if there is any shock valving difference or if the springs have a different rate to em tho.
