quick question about drum brakes

i have 4 drum brakes,but the parking brake doesn't work,when i press the brake pedal ,only the front brakes actuate?rear brakes are used for parking brake only?i have no power brakes and i have to stand on the pedal to stop the truck,is this normal?(i just bought the truck)

All the drums work for braking. Parking brake only works the rears. Sounds like you have no rear brakes period, time to pull the drums off for a lookie.
