Maybe it's the multi-function switch (turn signal switch). My 1999 F350 tail lights would sometimes work sometimes not along with the right turn signal. Took the switch out and cleaned the internal contacts, now works fine.
It's happened to me as well. It's one of the itty bitty fuses under the hood, don't remember which #.
Mine I brought on myself. One of the wires I'd run from one of the many running lights I've added got pinched in a body panel and shorted to ground.......twice
