Spokane has more engine rebuilders than any other place on earth:-) I used the Carquest shop dowmtown for my 428, but I don't think they are open anymore. I think you will need to make some calls and see who knows what to do.
I would agree with that opinion. Try Jones, Westburg Advanced Engines and S&S Engines. Jones and S&S are mass rebuilders, but might do basic machining. Westburg does custom engines and is good but $$! Post what you find tho, there are others in the area that will benefit from your info. Try checking with local car clubs, Mustang clubs, etc.
If you want to drive some southwest, gray's automotive in tigard OR is about the best around. I've seen a ton of people waste tons of money with a crappy machine shop. Gray's is honest, reasonable, and they do awesome work.
