IT SEEMS THAT WITH THE BANKS PHYSICAL ENGINE MODIFICATIONS, THE PERFORMANCE AND OVERALL LONGEVITY OF THE ENGINE WOULD BE A BETTER CHOICE.
IS THE MAIN MOTIVATION "THE BEST BANG FOR THE BUCK" OR IS THERE OTHER REASONS?

I had an opinion but after reading all those caps, my eyes hurt to much to give it to you.
You can chip it with or without engine mods, obviously you will get more benefit from doing your mods and then having a chip custom burned, but you will still pick up some gains without engine mods.
All comes down to how much money you want to spend.
Are you referring to the Banks Stinger? You'll get more with a chip, most any brand. Chips can be custom programmed to take advantage of your changes so that's a plus. If you go with the Banks, a custom chip would be a better course of action verses a hand held tuner such as the Superchips Microtuner.
