It should be on the right side, the cable my be coiled,stuck down there. My wifes had a plug mounted just up front under the grill on a bracket. Remember some US vehicles didn't have them. A friend of mine picked up a 03 Explorer in SC after he had a accident. It didn't have one. He asked if the dealer could install one. He was told it cost extra. In Canada they are standard.
