Delta makes some of the best tools (if USA made). A lot of their tools are now being made offshore, as is most of their competition. They, like a lot of US companies have opted to go offshore in an effort to compete with other companies who have done the same.
A friend has one that I've used and it does a nice job. I have a delta band saw that I really like. For the type/amount of work that I do they work fine, especially for the price. If I used them on a more daily basis I'd probably be inclined to drop a few extra buck for a heavier duty one. Just my 2 cents.
I personally believe Porter Cable is about as good a tool as you can get...but I'm not a tool expert. I also like DeWalt. I've got a Delta "Sawbuck" that looks like it's a couple hundred years old and it works fine.
Ive got a Delta Miter saw that I cut all kinds of wood. I striped a gear after about two years of heavy abuse and ordered the new part directly from delta. Came prety quick and was real easy to replace. Been real happy with it.
I think in picking which level of tool quality you will need, one should look at what types of work you will be doing. For small shop jobs, like lots of soft woods, some hard woods, Delta brand should do decent work and last a while. I would recommend that anybody who runs mid to low grade material removal tools should true up thier tools often. Otherwise your scrap pile will grow beyond capacity.
Oh yah, I'd like to add that constantly using sharp cutters(blades, knives, drill bits, ect) will add to the life and accuracy of the tool.
make sure you get a good delta drill press. i bought a cheap shopmaster benchtop one and the motor lasted maybe 4 months and i wasn't even using it that much. i've switched to a craftsman 15" 12 speed floor model and i love it. infact, they are going on sail tomorrow with the craftsman club saver days
