The surging you're describing is most likely some air entering the fuel system and the most likely place this is occuring is at your fuel return lines. The injector installation kit includes a length of the proper i.d. hose and new band clamps to allow you to replace the return lines along with the injector o-rings. Also included are new injector tees (go over o-rings on injector) and a copper washer for each injector. You have to use a new washer on each injector as when the injector is torqued back into the block, it deforms somewhat and provides a seal. Most of the time the washer will come out with the injector, but if it doesn't, just use a dental pick to fish it out of the hole. You can NOT leave the old washer in it's injector hole. Regarding the steel injector fuel lines, be careful to only bend them enough to get the injector out of it's hole. You don't want to bend it to the point that it crimps. Also be careful with the injector when you get it out of it's position. You don't want to get dirt/grease in the threaded opening at the top nor do you want to accidentally bend or knock off the pintal at the business end of the injector. And, of course, be careful not to double thread the steel injector line onto the injector when re-installing. The job ought to take you 6 to 8 hours since you've not done it before.
Also, I'm not trying to belittle you but FYI, using capitals to type out a message on a message board means you're yelling at the reader. Capitals are used only for emphasis when there is a critical operation which must be performed though some of us more headstrong types might get a little irate with one another sometimes .

I had the same problem with my 1993 F-250. Very simple to fix, your dealership should charge you about .89 for each o-ring and it takes two per cylinder. I found it easier to disconnect the steel line from all four leak off tees before changing any of the o-rings. Use a dental pick or something like it to remove the old o-rings and then just replace them with new ones. If you seat the top one first the bottom one will slide over it and it is easier than fighting with it. I did all eight cylinders in about one and a half hours.
