Not all of them. I've seen some new ones that have no pictographs on them.

Maybe sighted people drive blind people to the bank so they can use their ATM cards from the back seat. Far safer then to go to an outdoor ATM and have to battle a potential thief while a helpless blind person is standing next to you.

Because the fan goes on with the light, which is a good idea in a small enclosed space.

The same reason why ballots have to be in multiple languages. I thought you had to be a citizen to vote and that in order to become a citizen you had to have some command of english. But who am I, I was just born here.
Picture or Text, why do we need a sign saying there's a library 1 mile down the road?
Wouldn't the AnyTown Public Library sign at the entrance suffice?
I've never been driving to work, burger place, bar, etc. and said, "Oh there's a library coming in a mile; I'll go there instead." That's not to say I don't go to the library, I just don't need advance warning.
You don't see a DOT sign with a big beer mug on it with .5 miles underneath or "Microwave Oven Repair .6 miles ahead".
