Some fuel pressure regulators with a lot of miles can wear a bevel on one side of the seat. This is caused by long term wear from a slightly off center spring. At high vacuum conditions, like idle, the valve slips to the side and sticks open. Measure the pressure when it isn't stuck and it is just fine. Had that problem with my 92 at stoplights and always at the same highway turn. Only found it by substitution and cutting the pld one open. If you have exhausted other possibilities, I would change it.
