1715 won't talk

I just got a 1715 microtuner and tried to program my 5.4 F250 over the weekend, I followed all the directions to the letter but it won't communicate with my truck. Thinking, since I have the worst luck in the world, that there was something wrong with my truck I tried to run a code scan on my friend's V10 F250, no communication. Now worried that I got a bum tuner I called another friend with one for his 5.4 Expedition it communicated in code scan mode, but his wouldn't work in mine. I have heard that if the cigarette lighter fuse is blown it won't work, but I already checked that. By the way, both F250s were 2001's, can anyone tell me what I'm missing?

Does it power up at all when plugged in?

Yeah it did, but as it turned out it was my fault. I mis-read my owner's manual and was pulling the PCM, Fuel Pump Relay Coil, MAF Sensor, Fuel Injector fuse and somehow failed to see the actual Fuel Pump motor, PCM fuse (DOH!!!)

However, just as a reference for everyone else it doesn't seem like the Microtuner will work as a DTC code scanner untill after it has already programmed a vehicle. Has anyone else noticed this, or am I 0for2 with this thing. One last thing, sorry for wasting the bandwidth.

It should work without programming anything. We've used them all the time like this.
