Should the fan Always Turn, even when engine is cold and outside temp is 30 degrees, on 98 Exp 5.4.

Yes, we have a mechanically driven fan. The fan should always turn. An electric fan would only run at operating temp, actuated by a thermostat.

Explain "turn on".

When working properly, the fan spins slower than the engine due to the clutch. (It is actually filled with fluid.)

However, sometimes in the cold it can drag and make a howl as if it were "on". This should only last for a minute or so; tops.
