Usually, it's easier to just break those plastic ones (and chop the lock up and out) with some good dykes and a few good screwdrivers
Drilling is easy too, but you don't want any of that debris in the tank
When you start to drill, it will break the plastic anyway
So, I just start breaking the cap up until the lock is gone and I can screw off the cap
