Ok so I found out the VIN shows the H is a 390 engine. However the truck was a specialty built truck by a dealer. It started out as a chassis-cab. The front fenders have the 428 badges. Will a Marti report show the engine change?

Anyone at any time in the last 60 years could have put 428 emblems on the fenders, either because they thought they were funny, or because someone swapped a 428 in there and they wanted the world to know. It's highly, highly unlikely it came from the factory that way. You can order the Marti report to see how the truck was ordered and built. It would be interesting to see.
The R in the vin is San Jose assembly, K44,176 unit number places it as a 71 model, built in November,1970.
Yeah, I hear ya on the possibilities. What I do know is Ford did not offer a F350 Camper Special in 1971. This particular truck is an F350 Super Camper Truck built by Fairway Ford. This leads me to believe the truck was ordered with a 428.

Ford had to meet federal rules and laws for vehicle and power train combinations, emissions was front and center for Ford in 1971. Aso the engine badge looks like a galaxy part available in most reproduction catalogs.
Does it still have the warranty plate on the driver door?
That will show the model number--F350 through F355, and gvwr but not much else. C&C isn't listed in the MPC until the '72 model year.
It will also show the DSO and if there is a special order number.
H is indeed the 390 2V.
The last 428 installed in cars was model year 1970. They were never offered in F series or larger trucks. Why would Ford put one in a '71 model truck?
The dealer could have reworked the truck and installed a 428.
Just to piggyback on this, in 1970 the only cars getting a 428 would have been the hipo Cobra Jet Mustangs. Full size 428's ended in '68, Torino's in 69. The placement of the 67 style 428 badge doesn't look factory. I have to agree it is someone's creation, not a factory option, imho. Get the Marti report and let us know what you find. I'd love to be proven wrong on this, but it just doesn't add up. The 428 was out of production by '71, and never offered in trucks.
If it was built by Fairway Ford, I can see why it was ordered and delivered with a 390. It was probably replaced with a 429 by the Fairway crew, and the takeout 390 was worth more as a crate engine vs a dog 360.
