Fuel Tank Drain

I need to drain the front tank on my gas burner 97 F350. Fuel pumps froze in one storm and ruined both pumps. I was unable to drop tanks so I siphoned them and put in new pumps. Was unable to get complete front pump assembly so used old top and just replaced pump. I guess check valve is bad so back pump fills the front tank. It is full of bad gas and sputtering on front tank. I want to drill a hole, drain tank and plug with a metal roofing screw. Have done this with diesel tanks but afraid of spark catching fire with electric or cordless drill. Brace and bit maybe? Can’t really abandon front tank as I need to swap to it to use transferred gas from rear tank. Correct pump was not available. I ordered 5 to get that one and Ford dealership said it could have had 1 of 12 possible pumps.
