Hopefully it's an easy fix. Maybe just need to reseat the converter. You might want to check the front pump seal too. I guess it should be easy to remove the tranny...the second time...
I am guessing he only R & R the valve body and did not R & R the transmission so did not need to mess with the converter.
Guess #2 the new valve body has boosted the PSI and the old front pump seal cant take it but just a guess.

I don’t think it needs rebuilt, just replace the seal to fix leak but was thinking mise well have rebuilt since tranny coming out anyways to do that
If you talk to the guy that is doing the rebuild, he might give you some info on how the trans looked inside when he took it apart. And since they are doing the whole job, that is a good thing for you. The throttle cable adjustment is very important on this trans. If it's adjusted wrong it can burn up the trans in short order. So in this case that will be on them, don't touch that trans cable going to the throttle linkage.

For sure. I had just rechecked the TV pressure with gauge when I swapped Valvebodies... Was 30 PSI with FORD tv block between the throttle lever and stop. 0 PSI with tool removed. Also, rebuild comes with 18 month, 18k miles warranty.
Update folks: got vehicle back. The leak is gone but the shifting is not right. All shifts very late. Tv pressure has been confirmed correct with a gauge. Talked to shop and they said when they were rebuilding, the governor was sticking but that they cleaned and freed it up. I suspect the governor has stuck again. Unfortunately new one cannot be sourced so they’ll be swapping in another used governor.
I feel your pain.
Many years ago I had a 700R4 rebuilt and hardly got out of the drive and it would not shift out of first gear
Took it right back and with moto off run the throttle to the floor a few times and called it good.
It was and never had any issues till I sold it with 230K on it.

I pray this will be the end ! Some research seems to indicate the only 2 things that will affect shift timing of every shift is tv pressure or governor. Since tv pressure has already been confirmed correct, that only leaves the governor. Will it be that simple ? Seems too simple
