I am looking for some advice. I am having issues with my OBD2 port at the moment. I have good ground on pin 4 and 5. I also have 12 volts on pin 16. But it will not connect with my edge tuner. I did finally get it to connect with my scanner but I had to enter everything manually to get it to work. I have checked all my fuses as well and they are all good. Just wanted to see if there is something I am missing. Thanks!

To give background on my situation. My 03 v10 Ex stalled the other day on an off ramp to me all symptoms point to faulty fuel delivery. i can diagnose that one (i think) but trying to scan my truck to see if any codes rang up during the stall i discovered my obd2 port isn't working at all. so i started looking into this. On pin 4 there is no ground. On pin 5 there is ground and i don't have power to pin 16 but i do not have power to cigar lighter but all power outlets in the EX do have power. i have checked all related fuses and possible relays. and none are blown or corroded.
so i back fed the pin 16 with a jump from the 12v power outlet near the radio and powered up the scanner (it worked) but MIL status was OFF and no codes were found? i figure if there is stored codes the lack of ground on pin 4 is ground for data point maybe the (pcm) i believe. kinda makes me think PCM could be bad but i honestly don't know
