I bought this new from a dealer and they chk'd it before I left to make sure it was hitched correctly.

Definitely not out of line. They shouldn't be able to legally rate it for 14k if the major components are not even rated for that. It might as well have 6k axles on it if the coupler is only rated for 12,500lbs.
I've talked to DOT and he emphasized that every component has to be rated for the load, the lightest rated component limits the whole load. You do not have a 14k trailer, you have a 12.5k trailer. Have the dealer fix it.
There's a reason that topics like these are dominated by people talking about rules and legality or speculating about engineering instead of anecdotal stories about people breaking 5k couplers and ***** and whatnot hauling 6k. Yeah you can probably have the dealer "fix" it if you raise the issue but I personally wouldn't lose any sleep over it.
The coupler rating should match or exceed the GVWR of the trailer. This is kind of a swing and a miss on the part of the manufacturer.

Yeah I would agree with everything here. It SHOULD match or exceed the GVWR of the trailer, and it being marked at 12,500 means the trailer SHOULD be rated 12,500. BUT that type of coupler is pretty darn bulletproof, and I've seen 10k car haulers with that coupler loaded up so heavy the tires were rubbing the fenders on every bump, and the coupler didn't even blink.

No. The trailer weight is behind the coupler and pulled by that coupler, that weight doesn't disappear.
