95 F150 single cab on factory wheels. Trying to determine if the previous owner lowered this pickup or if it is just collapsed shocks. What should the factory ride height be?

It is impossible for us to know without pictures. You have a misunderstanding of automotive mechanics

Yep. The springs support the vehicle weight and the shocks control the springs to keep them from continuing to bounce.
a 2wd would have considerable rake on the rear
As in, the rear would be quite a bit higher. depending on the truck, the factory setup might have even had considerable lean to one side, depends on how it was made and if it had a TSB done to it to level it.
I cant speak to the front
So to lower a 2wd truck like this one takes what? New springs, shorter shocks, different control arms, different steering components? Probably different shackles or hangers in the rear as well?
just trying to get an idea of what parts I need to source to return it to factory condition.

Depends, if the previous owner did a hack job or a kit.
Usually, dropped I-Beams in the front. Does not have 'control arms'.
Could be dropped spindles in the front, you will have to decide.
Rear could be longer shackles, different springs, flipped axle. Again, you will have to decide.

Truck like that where I live is worth 2-5000 more than stock where I live.
Better off selling it, and get a stock height one than try and put it back.
If the frame has been notched, you will need a frame with all the stock suspension components, basically another truck.
