On a 93 F gas dual fuel tank, I need to drain the front one putting a jumper on the relay 30 and 87 terminals make the pump run continuously with key off ?
What are the details of your truck?
On the fuel injected EEC IV trucks, you can jumper "A" and "E' at the diagnostic terminal, on the driver's side inner fender, and whichever pump you have selected will run continuously when you turn the key to the run position.
Another option is to siphon the fuel out with a fuel rated hose, about 5/8" outer diameter. They sell siphon bulbs to start the siphon. As long as you keep the open end of the hose below the level of fuel, it'll keep flowing.
EDIT: About 5/8" outer diameter, my phone changed it to "above" 5/8" outer diameter. Technology...
