Based on this window sticker, since the truck has the high capacity tow package, does this mean it has the gooseneck prep package as well?
If so, what exactly does the prep package include? What do I have to buy to make this operational?
I don't recall if that package include the gooseneck/5th wheel prep or not, I believe it does.
But, all that is needed to use it if it does is the gooseneck ball kit that drops in like this one>
The high capacity tow package increases GCW by about 7,000lbs and includes an upgraded axle (M275?). I don’t think it includes the 5th wheel/gooseneck prep.
If you’re looking to pull a gooseneck I’d recommend the B&W turnover ball. If you want the pucks for mounting a 5th wheel hitch you can get the assembly from your Ford dealer.
It does NOT include fifth wheel/gooseneck prep. That is a separate package that must be spec'd when the truck is built, or added later at a high expense - if your dealer will do it. My FIL wanted to add it to his '23 and the service manager flat-out said he didn't have a tech he would trust with that install, because there is ALSO body work involved.
Agree with @Sport45 , if the truck will otherwise meet your needs, go get the B&W Turnover system installed. I want to say it's like $700, most places will install relatively cheap or you can do it yourself, and if you want the fifth wheel hitch too that's another bit of cash (like $1k maybe?), but it drops right in to the same gooseneck ball hole. It's a solid system for a truck that didn't come with gooseneck/fifth wheel prep.

The window sticker the OP quoted is for a 2020, that is what the package cost back then.
So even worse, as mine is a 2020 as well... why the huge difference in costs? OP's sticker is $2730 USD and mine is $500 CAD.
Package content for US and Canadian trucks are different. It appears the package on your truck includes only the suspension upgrades (axle/springs). The package on the OP's truck includes the suspension upgrades as well as the Ultimate Trailer Tow Camera System and Pro Trailer Backup Assist (note "PTBA" added to the line item in the OP's window sticker). This is according to the 2020 Order Guide. For US trucks, the basic HCTTP was not offered in 2020.
The 5th Wheel/Gooseneck Hitch Prep Package is a separate item.
I've seen more than one video lately of the ball popping out of the Ford gooseneck plate and the only thing that saved disaster were the safety chains. So do your homework and use a quality gooseneck ball before towing.

I have the B&W kit, install isn't bad at all. Punching a 4" hole in the bed is a bit unnerving but otherwise not bad.
