Ok. Have you seen the truck running with the PCM that's in it? I'm just trying to rule out the possibility that someone may have put a PCM from an Excursion in it. I don't think that's probably what's going on, but it would explain everything. The calibration code is on a label on the connector, or you may be able to see it in OBD mode $0A (IIRC) data.
I’ve checked the fuses and they look good, I haven’t used a multimeter on them to see if there getting power or not
It is my understanding that the PCM controls the WTS light. If it's not being illuminated, it could be as simple as the fuel bowl heater being blown and now the PCM has no power. Or it could be as annoying as the light is not functioning in the dash. Either way you need to know that the computer is being powered properly. There's also the IDM mounted inside the LF fenderwell that drives the injectors and it sometimes fails too. But that WTS light is mandatory IMO to be verified and working so you know that the "brains of the operation" are alive and kicking, so to speak.

so should I go and get a new fuel bowl heater? Because I feel like that is something that I should replace for a just to be safe
