Fuel pump issue

Fuel pump issue

What’s up guys so I have a 1989 ford f150 and I replaced all the fuel pumps to the 1990 style set up I replace the tanks also and went through the lines also replaced the fuel pump regulator and relay but I have an issue where the fuel rail won’t build pressure the pump primes and the truck starts off the prime but shortly dies do to no pressure at the rail when the truck shut off I pushed the valve on the fuel rail and fuel just dripped out Instead of shoot out like it should any ideas or advice
