Razor blade and hand-driven green scrubbie pads with a solvent of some sort like acetone or paint thinner. If these won't remove it, it doesn't need to be removed. Follow with a soapy then clean (wet) rag, or some brake cleaner to clean any residue. You're not looking for perfection or a mirror finish. Don't worry about minor scratches that won't catch a finger nail. These can be dealt with using a spray gasket sealer, or just go with an RTV material for the gasket itself. Follow the directions for each. If they ARE deep, let a machine shop deal with it. Torque the set in stages, not all in one pass.

Yes. Understand you're not putting maximum pressure on that blade, just enough to do the job. Same if you're using a gasket scraper tool, or anything, really. The intake manifolds on the 5.0 are aluminum, so you're going to be more careful that you need to be on the head, but, used properly, a metal scraper is not dangerous to use.
