It’s there to protect the tailgate when you slam it shut and helps reduce vibration from the tailgate. Just because you can’t hear it rattling from the cab does not mean it’s not moving. Some have claimed that it also holds pressure on the gate and makes it easier to pop open when you release the gate. It’s not made to last forever as it’s just rubber. It’s only held on with a push rivet to make it easier to replace. Most folks lose them because they hit them with stuff when loading the bed with tailgate down and may not even notice.
As far as the stop not doing anything and it’s not needed. Do really think Ford would spend even one cent on something that they would not deem as a necessary part. They go over each model year in an attempt to cut costs and yet these “not needed” parts survive the cut every year.
Mine fell off about year1/2 ago , ran a Molly through it and it’s good to go , prolly caught a ladder or cord or something on it , the other side still hanging on for dear life , good thing I bought a pack of two mollys
It's sole purpose is to keep the tailgate from moving when latched in place. It actually helps keep the latches and hinges from wearing when going down rough roads, which is like 99% of them, since it prevent the tailgate from bouncing and moving side to side.

lol ford didn’t put much thought into that part that’s for sure , I think they were stuck on the air manifold off the brake booster , the $80 piece of plastic that shoots air to five different places when needed , be careful when working in that area

You are making me feel guilty for not replacing these bumpers 77k miles ago. I guess I'll order the non-OEM upgraded tailgate bumpers from Amazon to restore my VNH rating for the cars tailgating me. You will have to pry my cold, dead hands off my Banks cold air intake before I give that up though. 🤣

In the world of Ford Motor Company and more specifically Body Engineering (since the vehicles are released through the Chief Platform Engineers) this would be a TGW (Things Gone Wrong).
Sadly unless it happens within the bumper to bumper it rarely if ever makes it up the flag pole. Inside that 3 year period however once these are documented heads roll (release engineers) if they are not addressed before the next Mid Cycle Action or 'all new' Top Hat design.
I got my Amazon upgraded bumpers today and at first I thought no way, these hardly stick out and won't be any better. But they did tighten down really snug so we'll see. Way tighter than my home-made drywall anchor fix did, that's for sure.

Well, I didn't have to order any, just have to get the screw and anchor for the stock one.
