What is the history of this block?
Very faintly most of the original numbers are still there: 74???U1641860
It has forged rods, but is in an 03 Excursion.

The better question is why did someone feel the need to go to such lengths to cover the original number. It's an obvious cover job, between the peening all over everything then the captain of the short bus going after it with a hand stamp set, just screams HOT.

Yea, I'm thinking about that too. I have read in my hours of looking for info on the serial number, that a re-manufactured engine may get re-numbered. So, I'm hoping that is the case here, or something else that's legitimate.
Why does it matter? If it's a serviceable block, run it. If not, have it machined and rebuilt. If it's just about "numbers matching", it doesn't add value.

I want to know the configuration history of the engine, particularly since my odometer isn't a reflection of it's usage history.
Is it the original block but with forged rods?
Is it OBS block, or other SD block, what year?
Is it common practice for Ford to stamp blocks this way, when it was recalled, rebuild, etc?
It's a 7.3L that has either had machine work done or was on a shelf at a salvage yard. Nobody can tell you what that gobbledy-gook means.
It's been stamped T444.something..E at some point. Maybe it's an International engine.

Want me to tell you it's a 1999 build T444E out of a Bluebird school bus that had 83,556.3 miles and 23044 hours on it when it was parted out after being t-boned by a train?

No. Can you tell me what the remaining serial number indicates, such as model or production year? 74???U1641860
From what I understand from this post #3, 1498319 is the beginning of the final production run for PM rod engines. However, this block is 164xxxx. So is this a later production block, so maybe the original block.
