My comment would be after having 2 sets of shocks on my 99 is that the shock bolt OD vs the new shock bushing ID is sloppy. If you dont crank down on the bolt/nut enough to squeeze the sides of the mounts the shock will bang around and you'll be wondering on what that clunking is you hear. This also goes for many of the vehicles Ive worked on in the last bunch of years. My guess is metric bolts and SAE shock bushings from the aftermarket. OEM ford maybe different but who knows.
I've never seen the need. Weight it fully, bounce on the bumpers to settle the suspension, and get 'em gutentight but not stupid tight.
That said, I understand some people have OCD and lay awake at night if every fastener wasn't hit with a recently calibrated TW. I'm sorry, I don't have the actual specs and I wouldn't use them if I did.
