When I put it in "D" the truck will automatically start in what seems to be 3rd gear. No matter what I do it will not go into 1st gear. Even if I manually put it in "1" it won't engage. I've gone down a rabbit hole of replacing parts and NOTHING has worked.

I cannot pull any codes, no matter what i try. I have the innova 3145 and it will not start the test it's supposed too.
When your trans doesn't have power, you'll have 2nd gear in both manual 1&2 positions and 4th gear in D position. Reverse will remain unhindered. You need to find out why no power is getting to the trans.
You need to post up the back story. What year truck?
When did the truck last run properly? New to you truck? Project? Long time owner?
Why was the trans rebuilt? Was this the original trans, or an exchange unit? What/which torque converter was used?
Was the original solenoid body reused or replaced - if so, which solenoid body was used? (‘94 and previous PCM’s can not be used with ‘95 and newer solenoid bodies.)
Who rebuilt the trans, and installed it?
Was the truck working properly before / when the trans was installed, or is this situation upon installing?
When were you last able to pull codes with your Innova? Ie, is this something new, or before the trans rebuild? Does the Innova power up, do anything, hooked up correctly?
Was anything else done when this happened? Why install a new TPS, TRS, etc - what led you to that? Previous Codes? Or just a Hail Mary? Is the TRS set up correctly?
Have you spoken with who ever rebuilt / installed the trans?

1) truck is a 91'
2)Truck is "new" to me, and has always ran the same since I acquired it.
3) OG tranny was rebuilt, i was very adamant to the shop on making sure the early style solenoid was used as im aware there was a change in the later years.
4) ill find out what tc was placed.
5) The Innova has never been able to pull codes, before nor after the transmission was installed.
6) local shop rebuilt it, I installed it.
7) ive replaced the mlps and tps just to eliminate those variables.
I see you said you replaced the TPS, but did you carry out the voltage checks first and after? This simple little part must be correctly adjusted after installation and it is very finicky.

Nope. I install and move on with life. I might check the closed and WOT voltages but usually don’t. When I worked at the dealer we never adjusted them because there is no adjustment and according to what I’ve read the computer “relearns” the closed voltage every time the key is cycled.
Mine is a late 90, 7.3IDI My year is not smart enough to 'learn' anything!! My TPS is fully adjustable and the shift points are very sensitive to even small changes in the voltages.
