second and third, almost look like someone added a screw in recovery point in place of the factory tow hooks.

It appears to be some sort of Electrical power attachment.
The clevises appear unused. Maybe ask the sellers.
NON NEAR ENOUGH FOR A SNOW PLOW, MAYBE A bbq GRILL.
