Yes, it does go to the booster after emerging through the firewall and going to a junction. Also appears to be joined by a line coming off the intake manifold someplace.
Consider posting all of your truck's questions in a single thread. Months or years later, it'll make a lot more sense to readers -- because they'll have access to the complete truck info, not just "F700" -- and also easier for you to reference.

The white hose junction on the firewall is a vacuum check valve for the under-cab hydravac booster. One hose to the intake manifold, one to the booster, and the smaller one to your dash-mounted vacuum gauge.
It does not connect the the vent cover/filter under the seat; when you track the hoses, you'll find the vent line has its own connection to the booster.
