Which ground is this next to the turbo about 7 ish inched long

AIH.
Unless you live in California or Alaska it can be removed. Only activates after the glow plugs have cycled off, and the parking brake light is on. Supposed to help with any white smoke during cold weather idling. But usually by the time the glow plugs are off there's no visible fuel vapors anyways

It goes here. But it appears the insulator is gone and there should also be a big red wire with a captured nut too.

I have them there just taken off will that cause for Jo power in the cab because I'm getting none at all I re did the harness a few days back both of then actually but now I'm getting now power all fuses are good and both batteries are charged

That ground is ONLY for the intake heater.

There is a ground strap bolted on the back of the right (passenger side) cylinder head that connects to the firewall behind the MAP (Manifold Absolute Pressure) sensor above the HVAC case.

What year model is the truck? The 02 03 models have the main power lug on the driver's inner fender that likes to rot in two and kill power to the fuse panel. The earlier models have the fusable links over by the passenger battery that could be blown.

If it's a 99-01 and you put new engine harness on it bet you got the power wires mixed up at starter relay on fender. That's where the cab gers power from.

everything is connected correctly on the relay but I'm not getting power at all the relay is brand new and the gear is 2000 and ideas anyone why this happening please let me know I'm desperate at this point and no mechanics will help me out

Post a picture of the relay and cables hooked to it. Bet you have some crossed. It's easily done.

The only big black with orange stripe in the back ground. It turns to 2 grey smaller fusible links right there and gets hooked to the 12v+ all the time stude on the solenoid.

it's grounded on the fender should I ground it to the relay?

It is not a ground. It is the power feed to the fuse panels. What is it hooked to now? I can not tell in your picture.
