You are correct.

I was looking at the drawing. It is correct. The rubber pieces go on top of the crossmember.

Is it rubber on top inside horse shoe and bottom rubber under side of cross member Then metal to metal bottom of support to top of cross member ?

No, one rubber should be on top of the crossmember and the other below the crossmember.

The two flat rubber pieces need to be sandwiched by steel.

The top rubber goes under the radiator support and on top of the front crossmember, therefore being sandwiched by steel.

The second flat rubber piece goes under the front crossmember with the corresponding steel plate under it.

Two bolts hold the whole assembly together, with the round bumpers between the radiator support and the front crossmember. This allows the factory frame to flex.

If this is not correct, it is the way I did mine.
I am a typical male. I look at the pictures and do not read the directions.
