I turned the A/C ON and push the RECIRC button and nothing seems to happen. Seems stuck with FRESH air from outside. Outside temp was 73 F. A/C works fine. Does the outside temp has anything to do with it or do I have a bad actuator?

An XL with a 3.3 NA V 6 engine..
There is no Owner manual listed, to see from the site I use so I can't help much.
If you have a Manual, look it up. It has to tell you. what the controls are, for that build and level.
Just guessing but must be a lot of manual control.
If the air Diverter doors don't function you can't move air around from floor to dash to windshield to recycle inside or go to outside air. Control.
Hope another owner that can take a look and offer some comment.
Might try a dealer parts department to ask them for a print out of the parts to see what and how it operates, first. then if you need a part you have part number to work with.

Sorry to be funny because it sucks when your truck AC controls aren't working, but I wish I had your problem. After several hours outside yesterday I got in my truck at 5pm and it was 24 degrees F outside. I had the heat cranked up max and fan on level 3 trying to get warmed up. I hope your truck fix is easy. Happy Thanksgiving too.
I had the same problem, but I also had the B11F0 CEL, removed the glove box and the top trim above it. found out the door is actually stuck and I had to move it a bit by hand/screwdriver to get to free up. Now it moves without an issue and opens and closes as it should, but CEL comes back on a day or two after clearing. I guess the position sensor is bad but the motor is still good in the actuator. I haven't replaced the blend door actuator but will soon just to get rid of the CEL.
