OK I had a bad battery cable short out against exhaust manifold and now I have po683 and I have a intermittent long crank and raw deisel white smoke and sometimes it will fire up normaly in the morning is it possible that the pcm is doing this

I wish I had a wiring manual for the '04 Excursion, but I don't.
There should be 3 power wires to the GPCM. One is from fuse 22 (it is called "vehicle power"). Fuse 22 supplies the power to the PCM also. On my truck it is a red wire to the GPCM connector C1273b. This is activated ONLY with the key in the "on/run" position.
Then there are two battery wires one to GPCM connector C1273a and the other to C1273b. These are directly from the battery (Red wire), with fusible links wired in each circuit, and should be a Gray wire AFTER the fusible links. These should be hot at all times. You may have blown these fusible links!
C1273a is the GPCM Green connector.
C1273b is the GPCM Black connector.
The first thing to do is to make sure these wires have continuity. It would be even better to load test each circuit if you are familiar with doing that.
There is are separate wires from the PCM (connector C1381c) to GPCM connector C1273a. probably need to test the continuity on those wires. My wires are White with a Light Green stripe and Violet with an Orange stripe.
AGAIN - your 2004 Excursion may very well be different on the wiring colors and wire positions as compared to my 2006 F250. The basic design should be about the same though.
