Vin lock?

I hope to figure this out.
96 7.3 turbo diesel is dead on the water. I had recieved a bully dog programmer and wanted to install it. I didnt know how to myself but a friend did. He attempted the install and it just kept saying unable to load or connect, I guess he tried several times and then it said "please wait". He left it until the next day and still said the same. I was unaware until after we tried to install that the programmer was associated to another Vin, it had not been uninstalled from the previous vehicle. My friend said that my truck had some sort of programmer attached also and tried to stack them with no success. We called the company and that product was no longer supported so they couldn't reset or do anything.
long story short...my truck will not start now can't read any of the codes to find out why. The code reader is unable to connect. The truck also caught fire while trying to start it back up. Nothing was seriously damaged other than a tee shirt and some vacuum lines.(already replaced). I'm sorry of this is lengthy I'm just trying to give all the info I can.
what can I do to fix this? Did I fry my trucks PCM? How can I reset the PCM and possibly the programmer? Please I have no idea what is wrong.

the only way to get it back running is to either have it towed to ford dealer and have the pcm flashed back to stock, or send the pcm out to someone to have it reprogrammed.
by the way, tunes can not be "stacked" for "more power" the dominant tune is the one that will work. any others will just cause issues usually like you have found out.

Hopefully the tunner didn't fry the PCM.

That is 1 thing I'm wandering is the pcm fried or is it In "HOLS" mode or whatever the letters are where the pcm cannot be used as normal and this mode is the last resort for the computer. And if it is in that mode can it still be saved?
the fire was on the drivers side under hood . I'm not sure exactly but I think it was caused by spraying or using something in the throttle body trying to get the truck started. It did melt some vacuum lines and the hose to the throttle body was misshapen. It charred up the whole area.
I can not afford to take it to the dealership, is there anything I could do to maybe resolve this issue or at least save the pcm. I don't want to spend 500 or 800 and end up getting the wrong 1 and all.
what kind of places could I send it to that refreshes them??
