Q: "Is there a splice or new end available"
A: Yes. Sort of. For this specific application, Ford officially lists the pigtail connector repair kit as "Discontinued", however, this same connector was used in other Ford vehicles, for other applications, so searching for the part number of the wiring repair kit that clicks into the wastegate controller, with a green harness shell no less, can be more fruitful (finding lower prices) by ignoring the vehicle application, and focusing on the part number for this pigtail repair kit only.
The Ford Part number for the pigtail and connector shell repair kit is 3U2Z-14S411-BB
The Motorcraft equivalent part number for the same kit above is WPT-1505.
These pigtail and connector shell repair kit simplify the repair, as you don't have to dork around with special tools to release the terminal position and connector position assurance tabs inside the connector shell, nor replace any pins or sockets. All that work is done for you with the kit (keep this in mind when considering the price versus value of your time equation).
The kit reduces the job to a simple butt splice to whatever remains extant of the two wires (red with light green stripe, and white with red stripe) that once fed into the dark green connector. For a more secure butt splice joint, Ford includes a couple of pieces of dual layer 4:1 heat adhesive lined heat shrink tubing with the kit.
