08 HVAC

The blend and temp doors are not working on my f350. I've swapped multiple control heads. Does anyone have any ideas? I've tested and there is voltage to them. Any help is appreciated. Manual controls

In the fuse box in the interior, check fuses #45, 5amp, #37 10amp, #15 10amp.
