I talked to the mechanic that rebuilt the trans to compare what we were seeing on forscan vs what he saw. When put everything back together and reinstalled, the trans going into 3rd gear first when put in in drive and that was what the Gear Commanded PID was saying. That's when the mechanic had it. I drove it home and shifted it manually. Once I got it home and we hooked it to my computer and read the data ourselves and when put in drive it goes into first and shifts fine. The only thing that difference is I unplugged the new abs lines that I hooked up when I installed new hubs on the truck. The old hubs did not have abs lines coming off them and my mechanic and I are under the impression that the person who owned the truck before had not plugged the abs lines back in to bypass the PCM or that the abs lines was shorting something out.
The trans has a new H/D low stall torque converter, a new front pump and an updated selinoid pack along with a new tranny selinoid. The truck drives and shifts great. There are 2 GEM codes that are coming up along with the PO741: B1318 and B1450.
Is it ok to drive the truck with it throwing the PO741 code?

Not all SD of this vintage have front ABS but they all do have the wiring. Are you sure your truck is front ABS equipped? If your only evidence is the connectors are there, that doesn't guarantee anything. If your truck was ABS equipped and someone disconnected the front sensors you would get an ABS code and the brake light in the cluster would stay on all the time. If you don't have these things then chances are your truck doesn't have front ABS.

The ABS light in the cluster stays off and no ABS code. The truck is an early 2000's model, so it does still have some 1999 aspects to it. I am sorry for the dumb question; how do you check to see if it is ABS equipped? Besides the light for it not benign on and not throwing a code.

I do know it's fairly common for people to buy the ABS front hubs regardless, because they are cheaper than the non ABS units. Factor in the no codes and no dummy light puts my money on it just being 2 wheel ABS. Maybe somebody can give a better method to tell but that's the best I got in this ten seconds.
Correct. When the PCM commands lockup and it doesn't happen, this code will be set. Until the code is cleared the PCM won't attempt to lock the converter again.
If the problem is the torque converter clutch solenoid you'll see a code for a solenoid problem. If the problem is a wiring issue you'll see a code for an electrical circuit fault. Since you didn't mention any of those codes, just the P0741, the problem is either a bad converter, a damaged. or missing seal on the input shaft, or a stuck torque converter clutch control valve. This valve is located in the pump body, so to check all three of these faults the transmission needs to come out of the truck.
