I have been rebuilding a 94 F 150 XLT extended cab standard bed 5.8 Mass air 2 wheel drive for the last 9 months.
One of the last problems was a 173 code. It was using plenty gas so I checked the fuel pressure, 75psi. This truck has a complete new fuel system. While the engine was out I shot carburetor cleaner through the lines and fuel rail. I plugged the lines while the truck sat.
While the engine was running I also tried unplugging the fuel regulator which made no difference. I replaced the regulator and still had 75psi. I had the wife listen near the fuel fill while shot air into the return line and she said she heard a pop then gurgling. Restarted the engine and back to 30psi.
This abused neglected truck had been laid up for 10 years. There must have been something trapped somewhere in the line that finally broke loose.
I know that people are getting laid up trucks so hopefully this is something to check out.
If changing the pressure regulator didn't change anything, then I'd lay money on the return line to the tank(s) being plugged somehow.

When I started on this project I replaced the tank and pump, shot carburetor cleaner through the supply and return as well as the fuel injector rack then put plugs in all the openings.
Both tanks were all rusted inside and I removed them and only replaced the rear tank.
Most likely there was some rust that I could not remove from the inside of the lines. So far so good with no mil anymore.
Truck has another 10 years and probably another 100k left in it.
