There are subtle differences as to where and which wire to ground, to get the ABS lamp to flash out a code
That is why we need the year or we would have already posted it (possibly) for you
Some of them need the module replaced in order to flash out a code, most need a new RABS valve after flashing a code and the related pinpoint tests

That wire you need to ground on your 1995 should come out of the main bulkhead connector loom above the drivers feet IIRR
Look in a Ford service manual to be sure

The OP has already pulled codes although there is doubt about the code.
Oh, I have a different suggestion- replace the LED in the ABS light with a real light bulb.
And see what happens.
The circuit may not be happy with the resistance of the LED- semiconductor switches not
designed for them back in the 80's may not behave as they should.
Your dim/bright description supports this harebrained theory...

That’s what I’m thinking. And I think I may have just figured out my cruise control issue. Seems like the fuse on the ford recall harness is blown. Bout to change out and take for a quick test ride.

Okay, so it was definitely just a blown fuse in the cruise control cancelation switch harness. As far as the ABS light, I’ll probably take apart my cluster tomorrow to replace the ABS bulb with a non led. I’ll keep you guys posted so that any future tinkerers can save themselves a migraine or two.
