1996 e350 460 dies under load code 542
The van had been sitting for a while so next i tested the fuel pressure. It had a hard time building pressure while not started and the pressure while running and pressure regulator unplugged was around 31 psi. Next i checked the codes and it came up with code 542 secondary fuel pump so we dropped the tank and replaced the pump.
the van still runs the same.
To recap:
-new plugs
-new wires
-new cap
-new rotor
-new fuel pump.
Its still throwing code 542.
Any help would be very much appreciated.

My '95 Suburban with 6.5L turbo diesel was notorious for "oil pressure sending unit" failures.
So often they would fail, that I always carried a new one on board and the special slotted socket to remove and replace while on the road.
Your Van may have something similar not sending power to the lift pump (primary or secondary).
Codes are just a "Default" to get a mech started on his exploratory mission, I've found.
So, there are even the "Roll-over" sensors which may play a part, who knows. ??
I would check voltage to both pumps with key-on and Running. Might be a start.
The 6.5L turbo diesel had a Lift pump frame rail mounted that would push fuel to the high pressure injection pump.
Interestingly enough, if that engine had a vacuum pump leak, the default code was "Injection pump", way off base.
