I trying to evaluate a Dr performance modules for mpg I have a 2017 f250 6.7 rwd I'm getting about 15 city and 20 highway I was just what other people are getting stock thanks

Any tuning, actual tuning, not just an intercept device like that Dr thing, will void the powertrain warranty.
Your truck already has more than enough towing power, as to fuel economy, easiest and cheapest solution is to SLOW DOWN.
Yeah, it's all in how you manage the go pedal. Gotta drive like a grandma and not exceed about 70 MPH on the highway to get max MPG. Your numbers look about right for a stock 17-19 2wd SD. Mine are a little lower being a 4wd.

I would amend that MPH number to 65 or less for max towing MPG, and use the cruise as much as possible, consistency is key, cruise is consistent, your foot isn't!

Any CARB states for that matter.
There are a few counties left with no smog requirements but it's unlikely people living there are buying the new diesels. If your address requires smog then yeah, everything has to be either stock, or have a CARB sticker.

well I install a new k n air filter and a sb intercooler pipe and a fass fuel filter system I'm on my 3500mile trip now we are keeping the speed at 65 and now im average 10-11 mpg thats much better that the 8 i used to get im also adding archoil to every fill

My ‘24 F350 DRW S/C 4x4 6.7 with 4:10’s averages about 14.5 without a trailer. The trailer most commonly behind it runs around 23,500 loaded and 14k unloaded, I average around 6 loaded, and 7.5 unloaded.
2017 F350 DRW C/C 4x4 6.7 with 4:10’s is typically about .5 MPG better with the same trailer. Both trucks have a trailer behind them 90%+ of the time.
The ‘24 is EXTREMELY thirsty for DEF with the trailer behind it - around 1 gallon/200 miles, the ‘17 averages about 1 gallon/1000 miles over 225k miles.
Yeah the guys who are towing at 70+ either aren't burning their own cash or have deep pockets. Best towing MPG is at 65 or below, as the drag due to the trailer increases exponentially because of the larger frontal surface area. Slowing down is about the only way to really improve mileage (this also applies when NOT towing but it's not as drastic).
