When trying to pass someone the other day my excursion revved up to 3500rpm and sounded like a 2 step/limiter. This isn't the first time this has happened but it usually happens whenever I'm near 1/4 tank not 1/2. I start it up today and it is back to normal. My best guess is heat is getting to something because its usually during a long drive. No codes pop up but it does feel down on power. It has a new fuel pump, crank and cam sensor, coilpacks and plugs. I did not install all of those so i am not against redoeing them. Its a Cali compliant vehicle with a cat delete, and no egr. I am just not sure what could be causing it. Attached is a video of it doing the 2 step, I get on then off throttle then back on for longer.

@OP has anyone yet looked at the fuel pressure readings? A new fuel pump does not guarantee the pressures are within the proper range.
I just looked at it, its 30 PSI rises a little then drops back when revved, its a 360 LPH at 43 psi pump if that's important. Is it possible the fuel pressure reg. Is sticking once it gets hot? My tester is too short to see loaded pressures also.
Tranny fluid didn't help, looking forward to seeing replys here.
I ended replacing the fuel pressure reg, that didn't work. It struggled to make it 3 hours home so I replaced the fuel pump. It is running good now and has made that 3 hour trip again. My best guess is when I accidentally ran the tank to empty I burnt the pump up, I hope this helps you
