That, I believe, from what I can see from my house, goes into water. It's a temp sensor that operates a vacuum valve somewhere when the engine reaches a prescribed temperature in the now long gone emissions controls. It's also a good place to add that second temperature gauge sender if you were to remove it. Even if you left it there, there's no reason to plug the ports as they do nothing. It's been sitting there for a long time, as is.
