From what I can tell, all Ford did with the recall was remove the tailgate actuator wire and release button wire from the C4003 plug and put them in there own plugs. This way if water got into the plugs there in only one wire it can short to and that wire isn't hooked up to anything (green wire you can see in the recall procedure has it's other end heat shrinked off). Looking at a 2021 truck they have the actuator in it's own plug (C3137) and the release button in it's own plug (C3138) , this is what the recall does for the older trucks.

I wish I wasn't so illiterate when it comes to wiring diagrams. Did you happen to also look at the enhanced repair? I know it makes it so a double press is required to open the tailgate but I don't know what else the wiring change is doing. At some point in 2022 production, both procedures were implemented at the factory level.
I see in the basic and enhanced recall that the BCM is programmed for a two press to deploy now, looking at a 2023 truck, Ford changed the wiring so whenever the truck is taken out of park, the ground for the tailgate actuator is switched open so it can’t deploy with the truck in gear. When you put the truck in park, the relay will turn off restoring the ground to the actuator and it will work like normal again. This appears to be the enhanced recall for older trucks.
