1997 ford f800

Trouble with my 5.9 Cummins which I think is the 12 valve? Starts good n runs good as long as you short shift it or don’t take rpm over 1500 ish. If you push the pedal further it seems to stick and it stalls out. If you leave your foot off it it’ll slowly come back. But if you come to a stop it won’t idle. Give it a minute, it’ll start right up and idle at 750rpm/normal again. As long as you don’t put it to the rug it seems ok. You can tell the pedal seems loose and not returning to idle position when it does that but it seems to slowly come back. I’ve disconnected the linkage and it’s not that. With truck shut off I can push it to full open without linkage n feels like about 3/4 of the way there might be a little tight spot but can never get it to stick anywhere when not running. I put new fuel filter on n cleaned screen on it. No difference.
Any thoughts?
