The "short" rod, group 9772, is the only linkage to the throttle shaft on the 6 cylinder carb setup discussed here. Unlike the 8 cylinder carburetor setups that have a separate distinct throttle control point for the hand throttle, the 6 cylinder carb only has a single throttle control point and thus both throttle control inputs come together at the bell crank and are transmitted through the rod identified as group 9772 (9772 is not dedicated to the hand throttle).
Your V8 carburetor will have two throttle inputs visible in this view from the bottom of the V8 carburetor.
The one pictured on top is for the gas pedal and always a ball. The one on the bottom of the image is for the hand throttle. This can be either a ball end or a cable clamp depending upon the specific carb (We can get into the weeds on all the Holley 94 variants Ford used another time).
